Regulation

Importers: New regulated tyre fee 1st March 2024

A cargo ship sinking

If you're importing cargo with regulated tyres (or loose tyres) you'll contribute a small fee (starting March 1st) to support the Tyrewise Scheme, NZ's first national program to responsibly manage end-of-life tyres. Understand the new regulated tyre fee (tyre stewardship fee) and get registered before the 1st of March 2024, when fees will begin to apply.

Tyres will be saved from landfill and instead collected and turned into useful items like new playground equipment, or even roads. It's a win-win for the environment and, well, for everyone who doesn't want to contribute to the ever-growing tyre graveyards.

Who pays and how?

Importers of loose regulated tyres, off-road motor vehicles or aircraft with regulated tyres attached, will be invoiced by the Ministry for the Environment.

Importers of on-road motor vehicles with regulated tyres will pay the fee to New Zealand Transport Agency as part of initial on-road vehicle registration.

Key dates

1 March 2024

Importers must register with the scheme by the 1st of March. We recommend you do it now, it’s quick and easy to register online here: https://www.tyrewise.co.nz/register-now/

Fees will apply as of 1st March 2024.

1 September 2024

The Tyrewise Scheme officially launches and collected fees will be used for tyre management.

Fees

The fees for regulated tyres have been modelled on $6.65 (excl. GST) per Equivalent Passenger Unit (EPU). An EPU is based on a new standard passenger tyre of approximately 9.5kg. All tyre types have been grouped according to factors such as their size and function and assigned an average EPU value. For example, on average a motorbike tyre is 0.5 EPU and a large truck tyre is 4.2 EPU. For imported tyres, this is based on a tyre type that corresponds to the tariff item.

Fee calculation is based on an average of 5 tyres per vehicle (4 plus a spare) even if the vehicle has fewer.

Fees cover future management of the specific tyre paid for.

No markups or additional disposal fees allowed.
